AbstractWith the rapid advances in technologies, the governments around the world actively in introducing and promoting digitalization of public services and developing smart cities in the recent decades. Taipei City Government has also taken a progressive step on digitalization of public services and launched Taipei PASS, a digitalized integration of municipal services established by Taipei City Government in 2020. Integrating government services can provide convenience and efficiency to citizens and facilitate the communication between citizens and the government. In addition, high dependency on smartphones and internet penetration has revealed a great opportunity to digitalize municipal services. However, some of the citizens have innovation rejection toward digitalization. This research proposal aims to explore the digital transformation of Taipei City on municipal services, using the case of Taipei PASS, as well as reasons of citizens’ refusal of use on digital municipal services. Drawing on the theoretical framework developed by Technology Acceptance Model and Diffusion of Innovation Theory, framing the factors that shaped users’ attitudes and behavioural intentions to the use of digital municipal services, as convergent validation of understanding the current situations and limitations on promoting municipal services digitalization in Taiwan, so as to provide strategies for promotion of digital municipal services. |
